美帝國務卿交咗「一張廢紙」份功課喇

根據Hong Kong Authonomy Act，Mike Pompeo本來要立法之後30-60日內交報告比美國國會，但係Pompeo之前話諗住睇埋無出現嘅立法會選舉點先，所以推遲咗，而今日Pompeo終於提交咗比國會。
被制裁嘅人士都係嗰十位（好似無咗Steven Lo），不過就表明60日內會公布同呢班人有「顯著交易」（significant transactions）嘅機構（"foreign financial institution" 銀行或者金融機構）。
無講明會制裁還是點樣明，依家只通知有關嘅機構同埋啲打工嘅行政人員（their executives），如「知道」（"knowing"）同呢十位人士進行任何同美國有關聯嘅貸款、外幣交易、物業交易、出口或者轉換都有機會被制裁。要留意嘅係連「知道」（"knowing"）呢啲往來都包括在內咁大鑊！
嗰十位人士當時知道美帝個制裁名單之後，唔係覺得好好笑，就係心情開朗咗，或者瞓得好咗又剩咁。
唔知嗰啲機構同啲行政人員今朝知到美帝國務卿呢個報告嘅內容之後，會唔會一樣咁精神爽利呢？
