【中美關係：戰略競爭】
美國政黨輪替之後，到底如何看待美中關係呢？
從這一個月以來的許多重要談話當中，我們可以看出端倪。一言以蔽之，美國現在認為中國是「戰略競爭者」（strategic competitior）。
#美國歷史上先前只有將一個國家視為戰略競爭者
#大家猜猜看是哪個國家
近代這個詞最早是在川普時期提出來的，在2017年底所釋出的第一份國家安全戰略報告，當時的官員們透露，將把中國視為strategic competitor。由於這一詞持續被許多官員們提及，在政策圈裡也掀起不少對於strategic competitor的討論。雖然當時在白宮的正式報告中並沒有使用到這個詞，但川普政府成功扭轉了過去一直將中國視為「戰略夥伴」（strategic partner）這種強調交往和合作的準盟友關係。
而在政黨輪替之後，美中關係將怎麼轉變成了眾人關心的焦點，不少人對美國將可能與中國重修舊好感到擔憂。然而，就目前新政府的動作和聲明來看，可以說不只是沒有走回川普執政前的路線，而且還定調美中就是「戰略競爭」關係。
近期拜登有幾個重要講話，例如在慕尼黑安全會議上，他說：「美國和歐洲必須一起準備好，面對與中國長期的戰略競爭」（US, EU must prepare for long-term strategic competition with China）。而除了在慕尼黑安全會議上面將中國形容為戰略競爭對手，拜登談話的重點核心概念就是在講意識型態競爭（民主 vs 威權），貫穿演講主題的即是「民主國家要如何團結對外」。

▍本站的「考古專家」住海編爬了美國國務院歷史文獻辦公室（Office of the Historian）的所有文件發現，過去使用strategic competitor只有出現過四次，都是指涉同一個國家：蘇聯。strategic competition在所有國務院正式文件當中出現過二十次，也都是指涉同一個國家：蘇聯。
也就是說，目前美國看待中國的方式，在態度上已經和冷戰時期看待蘇聯的方式很類似。
最近我們看到許多官員任命聽證會上面，大家不約而同地都用同一個概念來指稱中國。例如甫通過任命的駐聯合國大使湯瑪斯-葛林斐德（Linda Thomas-Greenfield）。她說中國是美國的戰略競爭者，並認為北京對美國安全、繁榮與價值構成挑戰。正在進行聽證會的副財長阿德耶莫（Wally Adeyemo）也講了同樣的話。美國國務院發言人周二（2/23）在回答記者詢問駐中國大使人選時，談到目前還沒有決定人選，但也強調未來駐中大使將推動「以競爭為主軸策略」。
根據日經新聞的報導，拜登將以行政命令的方式「命令發展國家產業鏈策略，以減低自然災害和『不友善國家』的制裁行動」，特別是要與台灣日本韓國以及澳洲等國家合作，降低對不友善國家的依賴（也就是中國啦）。
不只行政部門，在國會方面也是高度延續先前基調，路透社報導參院幾位民主黨議員們表示將和共和黨成員一同提出法案反制中國對美國企業的言論審查，同時也要浥注資金在關鍵科技產業的發展。
▍小結
本站這段時間以來常常講說美中關係的對峙態勢不會改變，因為中國挑戰美國的態勢不會改變。這並不是要談說誰比誰還要會抗中、更不是在談誰比較厲害，而是在講說美國的外交政策大方向不會改變。
在新政府上台後，目前還是在政策的重新檢視階段，以及各項人事任命徵詢和提名階段。在這段時間我們會看到美國展開外交政策的新布局，以及大量地與盟友交流和諮詢。每屆新政府上台後都會經過這樣的階段（正如川普政府首次國家安全報告是在2017年底才提出）。
至少我們可以確定目前美國對待中國的方式是有高度的延續性，而且是兩大黨高度共識。舉例來說：美國在南海舉行兩大航母群的軍演、派軍艦執行自由航行任務通過台海以及南海、和日本澳洲在太平洋大規模演訓、以及重啟了四方會談（QUAD）美日印澳的談話，這些都展現出外交政策的延續。
同時我們也要強調，美國的中國政策以及美國的台灣政策之間是有相關、但並不是同一件事。對中強硬不代表在所有領域對台友善；相對來說，對中國政策調整或任何領域的合作，也不代表對台不友善。就以氣候變遷來說，美國認為這是目前最可能和中國合作的領域，但台灣同樣無法置外於全球氣候變遷的政策調整當中，而且像是綠能政策也是台灣能貢獻的強項之一，並不因此而地位受損。
還是同樣一句老話，我們要持續關注美國政策圈在講些什麼，並想辦法參與其中討論。

Samsung has just launched its latest premium smartphone locally, the Samsung Galaxy Note9, and it was done in a mega style at the Axiata Arena in Bukit Jalil. OMG! Gempak Habis!
What is normally a venue for concerts and sport activities is now a launch venue for phones too, making this the biggest smartphone launch in the country to date.
The event also saw Samsung auctioning for charity three very special edition of the Note9 devices that come with gold-plated S Pen and back plate, which saw bidders bidding up to RM40,000 per unit.
And with the launch of Galaxy Note9, Samsung is making it easier to enjoy music with a new long-term partner, Spotify. The partnership makes Spotify easily accessible to seamlessly sync and transfer music, playlists and podcasts across Galaxy Note9, Galaxy Watch and Smart TV products.
In Malaysia, the phone will be available starting August 24 and will come in Midnight Black and Metallic Copper with matching S Pen, while the Ocean Blue version will have a Yellow S Pen.
The 128GB version will retail at RM3,699 while the 512GB, which is only available in Midnight Black, will cost RM4,599.
