Summary of responsibilities
Under the general supervision of the Consul/Program Manager (FPDS), the Political Officer is responsible for political, rule of law and human rights analysis, reporting and programming
as it relates to Government of Canada (GoC) objectives in Greater China. The incumbent is accountable for:
Monitoring and analysing plans of the Hong Kong and Macao Governments, civil society, and other key actors, in the areas of: politics, human rights, rule of law, the environment, health, and societal issues (e.g. minimum wage);
Reporting on political and human rights developments in Hong Kong and Macao, in the context of Canadian values and interests in Greater China;
Developing ideas for and implementation of political and human rights programming in support of GoC engagement in Hong Kong, Macao, and Greater China;
Establishing and maintaining a network of contacts (local and Canadian Government, local academia, local and international civil society, local lawyers, and local and international media);
Supporting the planning and implementation of visits by Canadian representatives and officials, including developing relevant briefing materials, and providing briefings for Canadian visitors;
Undertaking other tasks as directed by the Program Manager.
In pursuing these tasks, the incumbent should consistently strive to develop individual work plans and deliver products that are in line with the Consulate General’s priorities and that provide added value in the form of analysis, by outlining the implications for Canadian interests. In doing so the incumbent should develop and maintain a comprehensive knowledge of the Canadian environment and Canadian foreign policy objectives, in particular as they relate to political governance and human rights.

All bad things start with good intentions. Unfortunately, good intentions alone are not sufficient in warranting a promising result. This speech reminds me of those made by the supporters of universal pension, minimum wage etc in HK. These ideas are proven not viable yet we those stubborn statists never give up day dreaming.
