กรณีศึกษา Ben Ali ประธานาธิบดีตูนิเซีย กินรวบประเทศ จนโดนปฏิวัติ /โดย ลงทุนแมน
รู้หรือไม่ว่า “อาหรับสปริง” การลุกฮือต่อต้านรัฐบาลในช่วงปี 2011 ของกลุ่มประเทศอาหรับ ไล่มาตั้งแต่อียิปต์ ลิเบีย เยเมน บาห์เรน ไปจนถึงการเกิดสงครามกลางเมืองที่ซีเรีย ล้วนมีจุดเริ่มต้นมาจากการปฏิวัติในประเทศเล็ก ๆ ทางตอนเหนือของทวีปแอฟริกาที่มีชื่อว่า “ตูนิเซีย”

สิ่งที่น่าสนใจก็คือ การปฏิวัติตูนิเซียนี้
เกิดขึ้นโดยปราศจากผู้นำการปฏิวัติ และไม่ได้มาจากประเด็นทางการเมือง
แต่เป็นเรื่องของการว่างงานและสภาวะเศรษฐกิจที่ผลักดันให้ประชาชนในประเทศรวมตัวกันลุกขึ้นมาปฏิวัติ โดยมีจุดเริ่มต้นจากประธานาธิบดีของตูนิเซียที่มีชื่อว่า Ben Ali

สาธารณรัฐตูนิเซีย เป็นประเทศอาหรับมุสลิมในแอฟริกาเหนือ ตั้งอยู่บนชายฝั่งทะเลเมดิเตอร์เรเนียน มีขนาดพื้นที่ราว ๆ 160,000 ตารางกิโลเมตร พอ ๆ กับภาคตะวันออกเฉียงเหนือของประเทศไทย

ตูนิเซียมีประชากรเพียง 12 ล้านคน มากกว่า 90% นับถือศาสนาอิสลามนิกายซุนนี แต่เนื่องจากเคยถูกปกครองโดยฝรั่งเศสมาก่อน ทำให้มีการใช้ภาษาฝรั่งเศสเป็นภาษาราชการควบคู่ไปกับภาษาอารบิก

ประกอบกับผู้คนที่มีหลายชาติพันธุ์อาศัยอยู่ร่วมกัน ทำให้วัฒนธรรมจะเป็นการผสมผสานระหว่างอาหรับและยุโรป

ในอดีตประเทศตูนิเซียนั้นถูกปกครองโดยประธานาธิบดี Habib Bourguiba ซึ่งปกครองตูนิเซียมายาวนานตั้งแต่ได้รับอิสรภาพจากฝรั่งเศสในปี 1956

แต่การเปลี่ยนแปลงส่วนใหญ่ทั้งเศรษฐกิจและสังคมของตูนิเซียกลับเกิดขึ้นหลังจากการมาถึงของชายที่ชื่อว่า Ben Ali

Zine al-Abidine Ben Ali หรือเรียกสั้น ๆ ว่า Ben Ali
ก่อนที่เขาจะขึ้นเป็นประธานาธิบดีตูนิเซียนั้น เขาเคยดำรงตำแหน่งทางการเมืองมามากมาย

ทั้งหัวหน้าฝ่ายความมั่นคง เอกอัครราชทูต รัฐมนตรีกระทรวงความมั่นคงแห่งชาติ รัฐมนตรีมหาดไทย
จนในปี 1987 เขาได้ขึ้นเป็นนายกรัฐมนตรีของตูนิเซีย โดยถือได้ว่าเขาเป็นบุคคลที่มีอิทธิพลและทรงอำนาจอย่างมากในรัฐบาลตูนิเซีย

ซึ่งในขณะนั้นประธานาธิบดีคนแรก Habib Bourguiba กำลังป่วยหนักและหลายฝ่ายเห็นว่าไม่เหมาะที่จะดำรงตำแหน่งต่อไป

Ben Ali จึงได้ทำการรัฐประหารโดยสันติและปลด Bourguiba ออกจากตำแหน่ง จากนั้นจึงแต่งตั้งตนเองขึ้นเป็นประธานาธิบดีคนที่สองของตูนิเซียในปี 1987

หลังจากที่ Ben Ali ได้ขึ้นมาปกครองประเทศ เขาพยายามที่จะสร้างภาพลักษณ์ให้การบริหารประเทศของเขาเป็นรูปแบบของประชาธิปไตยตามเสียงเรียกร้องของผู้คนในประเทศ

โดยได้ดำเนินการหลากหลายมาตรการ เช่น
- การเปลี่ยนชื่อพรรคการเมืองของตัวเองจาก Neo-Destour Party เป็น Democratic Constitutional Rally
- การเปิดให้ประชาชนสามารถสมัครเป็นสมาชิกพรรคการเมืองได้
- การยกเลิกระบบพรรคการเมืองเดียว
- การปล่อยนักโทษทางการเมืองซึ่งได้รับผลกระทบจากการปกครองของประธานาธิบดีคนเก่า

แม้การเลือกตั้งใหม่ในปี 1989 มีขึ้นเพื่อสร้างความชอบธรรมในการปกครองประเทศ และพรรคของเขาเองก็ได้ที่นั่งในสภามากกว่า 80% แต่ Ben Ali ก็ได้เริ่มจุดไฟแห่งความขัดแย้งขึ้น

Ben Ali เริ่มการจับกุมแกนนำและนักกิจกรรมของฝ่ายตรงข้ามที่เขามองว่ามีแนวโน้มจะได้รับความนิยมในอนาคต

นอกจากนี้ยังมีรายงานการคุกคามนักกิจกรรมทางการเมืองที่เรียกร้องประชาธิปไตย ทั้งการข่มขู่และทรมานจากภาครัฐ รวมถึงการบังคับให้ลี้ภัยไปต่างประเทศอย่างต่อเนื่อง

นอกจากนี้ยังมีการแก้กฎหมายเลือกตั้งให้เอื้อประโยชน์ต่อฝ่ายตนเอง ส่งผลให้การเลือกตั้งที่จัดขึ้นหลังจากนั้น เขาได้รับคะแนนเสียงอย่างถล่มทลาย ไร้คู่แข่งที่จะมาเทียบเคียง

โดยการเลือกตั้งในปี 1999 Ben Ali มีคู่แข่งเพียง 2 คนเท่านั้น และฝ่ายค้านไม่เคยได้ที่นั่งในสภาเกิน 25% เลยแม้แต่ปีเดียว

จนสุดท้ายแล้วตูนิเซียภายใต้การปกครองของ Ben Ali มีลักษณะทางการเมืองแทบไม่ต่างจากยุคของประธานาธิบดีคนก่อน ที่ถูกเรียกว่าเป็นระบอบเผด็จการ

นอกจากการแก้กฎหมายเพื่อความมั่นคงของตำแหน่งทางการเมืองแล้ว
อีกเรื่องหนึ่งที่เขาทำในระหว่างที่อยู่ในอำนาจ คือการเอื้อผลประโยชน์ให้พวกพ้อง
โดยเฉพาะภาคธุรกิจที่อยู่ในเครือข่ายของเขา

ในฉากหน้านั้น Ben Ali ได้ปรับปรุงระบบเศรษฐกิจของประเทศให้ทันสมัยขึ้น
ทั้งการแก้กฎระเบียบต่าง ๆ ให้ผ่อนคลายลงจากสมัยอดีตประธานาธิบดีคนเก่า
การปรับโครงสร้างและแปรรูปรัฐวิสาหกิจ

ส่งผลให้ตลอดระยะเวลาที่ Ben Ali อยู่ในอำนาจนั้น ตูนิเซียมีอัตราการเติบโตของ GDP ไม่น้อยกว่า 5% มาโดยตลอด และระบบเศรษฐกิจของตูนิเซียโดดเด่นและเติบโตเร็วกว่าประเทศเพื่อนบ้านในภูมิภาคเดียวกัน
จนแม้แต่ IMF และธนาคารโลกยังเคยยกย่องให้ตูนิเซียเป็นแบบอย่างสำหรับประเทศกำลังพัฒนา

ทว่าผลประโยชน์ทางเศรษฐกิจที่เกิดขึ้น ไม่ได้ไปถึงประชาชนในประเทศ
แต่กลับตกอยู่ในมือเครือข่ายของ Ben Ali

Ben Ali มีเครือข่ายธุรกิจกระจายตัวอยู่ในทุกภาคส่วนของประเทศ
โดยมีการตรวจพบว่ามีบริษัทกว่า 220 บริษัทที่อยู่ในเครือข่ายดังกล่าว

ซึ่งมีทั้งธุรกิจสายการบิน โทรคมนาคม การขนส่ง การเงินและธนาคาร อสังหาริมทรัพย์ โรงแรม ร้านอาหารและอื่น ๆ อีกมาก และนาย Ben Ali ก็ได้เอื้อผลประโยชน์ให้กับธุรกิจของตัวเอง โดยการออกกฎหมายเพื่อกีดกันทางการค้า และกำจัดคู่แข่งทางธุรกิจ ส่งผลให้มีการทุจริตคอร์รัปชันโดยเจ้าหน้าที่รัฐกระจายอยู่ทั่วประเทศ

โดยตั้งแต่ปี 1994 นาย Ben Ali ได้ออกกฎระเบียบและข้อบังคับกว่า 25 ฉบับ เพื่อเอื้อผลประโยชน์ต่อเครือข่ายธุรกิจของตน ซึ่งในบางธุรกิจถ้าไม่มีชื่อของเครือข่าย Ben Ali อยู่ในบริษัท ก็จะไม่ได้รับอนุญาตให้ประกอบธุรกิจ

อย่างเช่นกรณีเชนร้านอาหารที่ใหญ่ที่สุดในโลกอย่าง McDonald’s ที่ได้มอบสิทธิ์แฟรนไชส์ให้กับพาร์ตเนอร์ที่ไม่ใช่เครือข่ายของ Ben Ali สุดท้ายแล้วภาครัฐก็ได้ปฏิเสธข้อตกลงดังกล่าว และ McDonald’s ก็ต้องยอมถอยออกจากตลาดไป

หรืออีกกรณีหนึ่งคือการผูกขาดระบบโทรคมนาคมของประเทศ
ราคาค่าบริการโทรระหว่างประเทศที่ผู้บริโภคต้องจ่ายมีราคาสูงกว่าประเทศเพื่อนบ้าน 10-20 เท่า
ในขณะที่ค่าใช้จ่ายที่เกิดขึ้นก็เป็นรายได้เข้ากระเป๋ากลุ่มบริษัทในเครือข่ายของนาย Ben Ali

จากการออกข้อกฎหมายที่ยากต่อการแข่งขันและทำให้เกิดการผูกขาดทางเศรษฐกิจภายในประเทศ ส่งผลให้การเติบโตของภาคเอกชนในประเทศกระจุกตัวอยู่กับกลุ่มเครือข่ายของนาย Ben Ali

โดยจากรายงานของธนาคารโลกระบุว่า เครือข่ายของนาย Ben Ali ที่มีกว่า 220 บริษัท
มีผลกำไรคิดเป็น 21% ของภาคเอกชนทั้งหมดภายในประเทศ
และมีมูลค่าบริษัทประมาณ 4.22 แสนล้านบาท ซึ่งมากกว่า 1 ใน 4 ของ GDP ประเทศในปี 2010

เมื่อการกระจายความเติบโตของเศรษฐกิจไม่ทั่วถึง
ส่งผลให้ตูนิเซียมีอัตราการว่างงานที่สูงมาก สวนทางกับ GDP ที่เติบโตต่อเนื่อง

บวกกับวิกฤติเศรษฐกิจในปี 2008 ส่งผลกระทบต่อเศรษฐกิจของประเทศทั้งการส่งออก ภาคอุตสาหกรรม และการท่องเที่ยว

ทำให้ตูนิเซียมีอัตราการว่างงานของคนวัยหนุ่มสาวสูงถึง 30% ในขณะที่ค่าเฉลี่ยทั่วโลกมีเพียง 15% เท่านั้น

สุดท้ายแล้วเมื่อเศรษฐกิจภายในประเทศถูกผูกขาดด้วยคนบางกลุ่ม ทำให้สินค้าหลายอย่างมีราคาสูง
บวกกับอัตราการว่างงานในประเทศที่ยากเกินกว่าจะแก้ไข ความเหลื่อมล้ำระหว่างคนรวยและคนจนจึงเพิ่มมากขึ้นในตูนิเซีย

จนในที่สุดความอดทนของประชาชนในประเทศก็หมดลง..

หนุ่มชาวตูนิเซีย Mohamed Bouazizi อายุ 27 ปี ตัวเขาเรียนไม่จบและต้องออกมาขายผลไม้เพื่อช่วยเหลือครอบครัวตั้งแต่เด็ก ซึ่งเขามักจะถูกเจ้าหน้าที่ตำรวจเรียกสินบนและริบสินค้าของเขาอยู่หลายครั้ง

จนกระทั่งในวันที่ 17 ธันวาคม 2010 เจ้าหน้าที่ได้ยึดสินค้าและอุปกรณ์ในการค้าขายของเขา โดยอ้างว่าเขาไม่มีใบอนุญาตสำหรับขายผลไม้ในพื้นที่ และมีพยานในเหตุการณ์กล่าวว่าเขายังถูกเจ้าหน้าที่ตบเข้าที่หน้าอีกด้วย

Bouazizi ได้ไปร้องเรียนที่สำนักงานเทศบาลในเมือง Sidi Bouzid แต่กลับไม่มีใครรับฟังข้อร้องเรียนของเขา Bouazizi จึงราดน้ำมันและจุดไฟเผาตัวเองทำให้ได้รับบาดเจ็บสาหัส และเสียชีวิตในเดือนมกราคม ปี 2011

หลังจากการเผาตัวเองของ Bouazizi เรื่องราวของเขาก็แพร่กระจายไปอย่างรวดเร็วผ่านสื่อต่าง ๆ อย่างเช่น Facebook และ Twitter ซึ่งยากต่อการควบคุมและตรวจสอบโดยภาครัฐ

ทำให้ไม่กี่วันหลังจากนั้นมีผู้คนจำนวนมากที่ได้รับความเดือดร้อนและโกรธแค้นรัฐบาล โดยเฉพาะคนหนุ่มสาวในขณะนั้น ซึ่งเกือบทั้งชีวิตของพวกเขาเติบโตมาภายใต้การปกครองของ Ben Ali

คนหนุ่มสาวได้ออกมาชุมนุมประท้วงในเมือง Sidi Bouzid จำนวนมากและจากการประท้วงในท้องถิ่น จนกลายเป็นระดับภูมิภาคและแพร่กระจายไปทั่วประเทศอย่างรวดเร็ว

Ben Ali ได้ออกประกาศตำหนิผู้ประท้วงและใช้กำลังในการปราบปรามผู้ชุมนุมอย่างรุนแรงจนมีผู้เสียชีวิตและบาดเจ็บจำนวนมาก

จึงมีภาพการปราบปรามผู้ชุมนุมด้วยความรุนแรงของเจ้าหน้าที่รัฐถูกเผยแพร่ออกไปในสื่อออนไลน์ทั่วโลก

เมื่อแรงกดดันเพิ่มมากขึ้น สุดท้ายแล้ว Ben Ali จึงได้ประกาศจะไม่ลงเลือกตั้งอีกหลังจากหมดวาระในปี 2014 และจะให้เสรีภาพรวมถึงดำเนินการปฏิรูปเศรษฐกิจอย่างจริงจัง

แต่ตัวเขากลับปฏิเสธว่าตำรวจไม่ได้ยิงใส่ผู้ชุมนุม ซึ่งสร้างความไม่พอใจให้กับประชาชนเป็นอย่างมาก เพราะขัดแย้งกับภาพที่อยู่บนสื่อออนไลน์ ทำให้การชุมนุมแผ่ขยายมากขึ้นไปอีก

Ben Ali ได้ประกาศภาวะฉุกเฉินและออกคำสั่งให้ทหารใช้ปืนยิงผู้ชุมนุมที่ต่อต้าน แต่ทหารปฏิเสธคำสั่งดังกล่าว เมื่อเห็นว่าตัวเขาไม่สามารถควบคุมสถานการณ์ได้อีกต่อไป Ben Ali จึงหนีออกนอกประเทศและลี้ภัยในประเทศซาอุดีอาระเบีย

เมื่อ Ben Ali พ้นจากตำแหน่ง ศาลธรรมนูญวินิจฉัยให้นาย Fouad Mebazaa ประธานรัฐสภาดำรงตำแหน่งรักษาการประธานาธิบดี

นาย Fouad Mebazaa จัดตั้งรัฐบาลโดยแต่งตั้งผู้ที่เคยอยู่ในระบอบเก่า และภักดีกับอดีตประธานาธิบดี Ben Ali เป็นรัฐมนตรีกระทรวงที่สำคัญ

เมื่อรายชื่อคณะรัฐมนตรีประกาศออกมา จึงเกิดความไม่พอใจอย่างมากตามมา ฝ่ายค้านลาออกจากรัฐสภา, เยาวชนหนุ่มสาวออกมาประท้วงอีกครั้ง และเกิดการปะทะกันระหว่างผู้ชุมนุมและเจ้าหน้าที่อีกครั้ง ในที่สุด ประธานาธิบดี นายกรัฐมนตรี และคณะรัฐมนตรีรักษาการชุดนี้ก็ต้องลาออก

การจัดตั้งคณะรัฐบาลรักษาการเกิดขึ้นอีกครั้ง นายกรัฐมนตรีรักษาการคนใหม่สั่งการให้จับกุม, สอบสวน และดำเนินการลงโทษเจ้าหน้าที่พรรคของรัฐบาล ครอบครัวและญาติของอดีตประธานาธิบดี Ben Ali

รวมทั้งดำเนินการยุบพรรคและยึดทรัพย์สินของพรรค ขณะเดียวกันก็ประกาศปล่อยนักโทษการเมือง และจัดให้มีการเลือกตั้งใหม่ในปลายปีนั้นเอง

เรื่องราวทั้งหมดนี้นอกจากจะสะท้อนความล้มเหลวในการบริหารประเทศและการทุจริตคอร์รัปชันจนสร้างความเดือดร้อนให้กับประชาชนและนำไปสู่การปฏิวัติแล้ว

ในวันที่ Mohamed Bouazizi จุดไฟเผาตัวเองเพียงคนเดียว
แต่เรื่องราวของเขาบนโลกอินเทอร์เน็ต ก็ได้ปลุกให้ผู้คนทั่วประเทศ
ต่างมารวมตัวกันเพื่อขับไล่รัฐบาล จนบานปลายเป็น “อาหรับสปริง” ซึ่งเป็นเหตุการณ์ทางประวัติศาสตร์ที่ทั่วโลกกล่าวถึง..

เหตุการณ์นี้ยังเป็นกรณีศึกษาชั้นดี ของอิทธิพลจากสื่อโซเชียลมีเดีย
ยิ่งสื่อเหล่านี้สามารถเชื่อมโยงผู้คนให้เข้าหากัน ภายในเวลาอันรวดเร็วเท่าไร
ก็ยิ่งทำหน้าที่เผยแพร่ “สิ่งที่พยายามปกปิด” ออกไปสู่สาธารณชน
ในเวลาอันรวดเร็วได้เท่านั้น

ในยุคที่มีคนโจมตีความน่ากลัวของโซเชียลมีเดีย ว่าจะทำให้เกิดข่าวปลอมเผยแพร่ได้โดยง่าย
แต่ในขณะเดียวกัน มันก็ทำให้ข่าวจริงที่ถูกปิดไว้ ถูกเผยแพร่ได้ง่ายขึ้น เช่นกัน..

Tiny, ugly, tailless and terrified.
Your little body trembling with fear, a strong urine stench was emitting from your body.

A week later. I woke up to you snuggling in my bed; pillow to be exact, securely, warmly.
Since then new house laws were enforced.
My bed was your bed. I was your mother. I was your favourite human who provides you unlimited food and endless playtime.

You then befriended Twelve and Monkey.
Three of you shared a bed, a blanket, a bowl of water.
But not their food.
You, however, welcomed them to enjoy your bowl of kibbles generously.
My first thought was: what a loving cat.
In hindsight, you probably thought: The human will refill my bowl with fresh kibbles. Two of you can have my leftovers.

You were named Goku for two reasons; too vigorous as a kitten and for a long time I believed you were immortal, just like the manga character.

4 months later we moved.
You grew into a rebellious teenager. Longed for a taste of freedom and the outside world.
Your free and wild spirit wouldn’t keep you home. You broke the mosquito net and habitually left house for wildlife adventure.
Once you didn’t return for one and a half day.
Your picture was up. I canvassed the neighbourhood and called for you.
Nothing.
I thought you were gone for good. You craze for freedom after all.
The second night you returned meowing for food and water and snuggles. I performed a dramatic scene.
I believed you understood my performance, because ever since, you never once spent another night out.
You always come home.

Your freedom didn’t come free. It came with three cat bells.
When the three cat bells jangling they played as a smoothing refrain.They became my lullaby that reassured that you were around, healthily, happily.
And it calmed my anxious heart.

You. My lizard catcher. My life saviour.
My whole life, the relationship between the lizards and me have been fiery.
Shrieking, bouncing, yelling when there’s one.
You appeared to protect me from them.
I felt safe under your surveillance.
Despite some odd days you instinctively showed appreciation by bringing one to bed, at two in the morning, your appreciation is very much appreciated.

But now my lizard catcher is gone.

The walls creaked the night you left.
Lizards paraded in the house, hissed loudly, as if they were celebrating victory their biggest enemy, my lizard catcher has gone forever.
I loathed them for that.

Over the past one month, home has become something else.
It feels empty without your surveillance.
Soundless without your bells jangling.
The bed and pillow feel naked.
The air smells bitter and heavy and icy.

My body and imagination have gone riot.
Every insect I see around the house I suspect that is you come back to pay a visit.
Then my lungs behaving strange. Like a puntured balloon that will never reach a full measure of oxygen.
My heart feels like its sinking one inch deeper into a dark abyss each time I think of you.

A few times the baby at next house cries and I mistaken that is you that came home meowing for me.
Only to be reminded you are gone.

And I feel abandoned.

The day I planted your ashes in the white Morning Glory.
A butterfly dropped by.
Watching me place your Morning Glory on your favourite, regular spot near the gate, carefully, peacefully.

Now whenever my hearts sinks one inch deeper.
I step out of the house and stare at you; your white Morning Glory.
And I see you: your obstinacy, your haughtiness, your delicacy.

Your White Morning Glory, it’s growing free and it’s growing wild.
Just like you.

250g Bread flour
50g　Flour
20g Granulated sugar
5g salt
4g Dry yeast
140g boiling water
20g butter
80g milk

【材料】8個
強力粉　　　　 250g
薄力粉　　　　 50g
グラニュー糖　 20g
塩　　　　　　 5g
ドライイースト 4g
熱湯　　　　　 140g
有塩バター　　　20g
牛乳　　　　　 80g
※手粉(生地の上に振ったり下に振ったりした強力粉)の分量は入っていません。

【作り方】
①タッパに強力粉、薄力粉、グラニュー糖、塩、ドライイーストを入れて軽く混ぜておきます。

②熱湯にバターを入れて溶かしてバターが溶けたら牛乳に加えて①に加えて2分間混ぜます。

③2倍の大きさになるまで１次発酵させます。
　※出来るだけ温かい部屋に置いておく。

④2倍に膨れた生地のガス抜きをして8等分に切り分けて丸め、５分休ませめん棒で広げてガスを抜いて丸め直して天板に並べます。

⑤生地が2倍に膨らむまで二次発酵させて強力粉を上から振って160℃に予熱したオーブンで15分焼きます。

He has been a host on Chinese radio and television for many years now, has acted in Chinese movies, and has also been a performer of Chinese crosstalk comedy xiangsheng which is known for being extremely difficult linguistically. And on a personal level I’ve been jealous of his Chinese for at least a decade now! During this interview we spoke together in Chinese and English about how his Chinese got so good, what was his xiangsheng (Chinese crosstalk) training like, how that impacted his Chinese abilities, his experience in the Chinese media world, Dashan (Mark Roswell), and his training as a classical musician.
