e-tax invoice & Receipt และ e-Tax invoice by email คืออะไร

e-Tax Invoice and e-Receipt หรือ ใบกำกับภาษีอิเล็กทรอนิกส์ และใบรับอิเล็กทรอนิกส์ คือ การจัดทำข้อมูลใบกำกับภาษี รวมถึงใบเพิ่มหนี้ ใบลดหนี้ และใบรับ ให้เป็นรูปแบบข้อมูลอิเล็กทรอนิกส์ ที่ต้องมีการลงลายมือชื่อดิจิทัล (Digital Signature) หรือประทับรับรองเวลา (Time Stamp) ก่อนส่งมอบให้ผู้ซื้อสินค้าและบริการ พร้อมนำส่งข้อมูลให้กับกรมสรรพากรภายในกำหนดเวลา

2 ทางเลือกการใช้ระบบใบกำกับภาษีอิเล็กทรอนิกส์

e-tax-invoice by email คือ การจัดทำใบกำกับภาษีอิเล็กทรอนิกส์ในรูปแบบ PDF/A-3 เท่านั้น โดยส่งอีเมลถึงผู้ซื้อและสำเนา CC ไปยังระบบกลาง เพื่อให้ระบบ ประทับรับรองเวลา (Time Stamp) จากนั้น ระบบ e-Tax Invoice by Email จะส่งใบกำกับภาษีที่ประทับรับรองเวลา (Time Stamp) ไปยังอีเมลของผู้ซื้อและผู้ขายเพื่อเก็บรักษาไว้เป็นหลักฐาน และนำส่งข้อมูลให้กรมสรรพากรโดยอัตโนมัติ

สำหรับทางเลือกแบบ e-tax-invoice & reciept นี้ก็คือ การจัดทำใบกำกับภาษีอิเล็กทรอนิกส์ในรูปแบบ XML หรือจัดทำในรูปแบบไฟล์อื่นๆ เช่น PDF ที่ต้องลงลายมือชื่อดิจิทัล (Digital Signature) ส่งมอบให้ผู้ซื้อสินค้าหรือผู้รับบริการ และมีหน้าที่ต้องนำส่งข้อมูลให้กรมสรรพากร เป็นรายเดือนภาษี ภายในวันที่ 15 ของเดือนถัดไป ด้วยวิธีการ Upload หรือ นำส่งด้วยวิธี Host to Host หรือ ผ่านผู้ให้บริการนำส่งข้อมูลอิเล็กทรอนิกส์

วิธีการเริ่มต้นใช้งานของแต่ละทางเลือก

แบบ e-tax-invoice & reciept ที่ไม่จำกัดรายได้ของผู้ประกอบการจะรายเล็กรายใหญ่ก็ใช้ได้

ผู้ประกอบการก็จะต้อง ทำการขอใบรับรองอิเล็กทรอนิกส์จากผู้ให้บริการออกใบรับรองอิเล็กทรอนิกส์ที่กรรมสรรพากรเห็นชอบก่อนนะคะ เพื่อใช้สำหรับลงลายมือชื่อดิจิทัล (Digital Signature) บนใบกำกับภาษีอิเล็กทรอนิกส์ หรือใบรับอิเล็กทรอนิกส์ รวมทั้งการทำารายการต่างๆ เพื่อเป็นการรับรองความถูกต้องของข้อมูลและใช้ยืนยันว่าใครเป็นผู้ออกใบกากับภาษีอิเล็กทรอนิกส์หรือใบรับอิเล็กทรอนิกส์ค่ะ ซึ่งใบรับรองอิเล็กทรอนิกส์นี้จะถูกจัดเก็บอยู่ใน USB TOKEN หรือ Hardware Security Module และให้เรานำไปเชื่อมต่อกับคอมพิวเตอร์เพื่อใช้ในขั้นตอนของการลงทะเบียนต่อไป เมื่อเราได้ใบรับรองอิเล็กทรอนิกส์เรียบร้อยแล้วก็มาลงทะเบียนโดย

ข้าสู่เว็บไซต์กรมสรรพากร ( rd.go.th) เพื่อยื่นคำขอจากนั้นดาวน์โหลดโปรแกรม ultimate sign&viewer เชื่อมต่ออุปกรณ์ USB TOKEN หรือ HSM (Hardware Security Module) เข้ากับคอมพิวเตอร์ แล้วก็ทำตามขั้นตอนต่างๆที่เค้าระบุไว้ตามคู่มือนะคะ สุดท้ายแล้วก็จะได้รับอีเมล แจ้งสิทธิ์การใช้งานระบบ

เมื่อลงทะเบียนสำเร็จเรียบร้อยแล้ว เราก็สามารถลงลายมือชื่ออิเล็กทรอนิกส์ในใบกำกับภาษีอิเล็กทรอนิกส์ได้ จากนั้นก็สามารถส่งใบกำกับภาษีอิเล็กทรอนิกส์นี้ให้กับลูกค้าทางอีเมลได้ และจัดการนำส่งข้อมูลให้กรมสรรพากรโดยการล็อคอินเข้าใช้งานระบบที่ etax.rd.go.th เพื่อเข้าไปอัพโหลดไฟล์ข้อมูลใบกำกับภาษีอีเล็กทรอนิกส์ไปยังกรรมสรรพากร ภายในวันที่ 15 ของเดือนถัดไป

แบบ e-tax-invoice by email ซึ่งจะจำกัดรายได้ผู้ประกอบการไม่เกิน 30 ล้านบาท

เข้าสู่เว็บไซต์กรมสรรพากร ( rd.go.th) เพื่อยื่นคำขอ กรอกข้อมูลต่างๆพร้อมอัพโหลดเอกสารตามที่ระบบขอมา เมื่อทางกรมสรรพรการตรวจสอบความครบถ้วนถูกต้องแล้ว กรมสรรพากรจะจัดส่งเอกสารยืนยันทางไปรษณีย์พร้อมรหัสยืนยันมาให้ แล้วเราก็ยืนยันตัวตนผ่านเว็บไซต์และกำหนดรหัสผ่าน จากนั้นแจ้งอีเมลที่ประสงค์จะใช้ในการส่งใบกำกับภาษีค่ะ

ซึ่งเมื่อลงทะเบียนเรียบร้อยแล้วขั้นตอนการใช้งานก็คือ ล็อกอินด้วยอีเมลที่แจ้งไว้กับกรมสรรพากร จากนั้นส่งอีเมลใบกำกับภาษีในรูปแบบของ PDF ถึงผู้ซื้อและสำเนา CC ไปยังระบบกลางที่ csemail@etax.teda.th ซึ่งก็จะมีรูปแบบในเขียนอีเมลล์กำหนดเอาไว้ด้วยนะคะ ก็สามารถศึกษาจากคู่มือได้ค่ะ เมื่อส่งอีเมลไปที่ระบบกลางแล้วระบบก็จะทำการ ประทับรับรองเวลา (Time Stamp) ให้ จากนั้น ระบบจะส่งใบกำกับภาษีที่ประทับรับรองเวลา (Time Stamp) แล้ว ไปยังอีเมลของผู้ซื้อและผู้ขายเพื่อเก็บรักษาไว้เป็นหลักฐาน และระบบจะนำส่งข้อมูลให้กรมสรรพากรโดยอัตโนมัติ

ซึ่งในการใช้งาน หลายคนอาจบอกว่า ปวดหัวจัง หรือยังไม่พร้อมที่จะบริหารจัดการด้วยตัวเอง ก็สามารถเลือกใช้บริการกับ Service Provider เพื่อให้ดำเนินการแทนได้นะคะ ซึ่งก็จะมีค่าบริการด้วยแต่ไม่ก็มาก ก็อาจจะต้องลองคำนวณกันดูว่าคุ้มค่าหรือไม่
