Ultimately, all democratic transitions are based on one side being willing to concede power to another. Without a concession at some stage, power must be allocated by force: Either the military must decide, or there is civil war. There is growing concern that the United States may be arriving at a moment where* a concession is no longer achievable — but if this is the case, this is ultimately a problem with the state of American politics, not its legal machinery.
所有的民主過渡最終都建立在一方願意將權力讓給另一方的基礎之上。不在某個階段承認敗選的話,權力就必須通過武力來劃歸:要麼由軍隊決定,要麼會發生內戰。人們越來越擔心,美國可能到了一個很難做出讓步的時刻——但如果是這樣,這最終是美國政治的問題,而不是其法律機制的問題。

*a moment where: "When" is usually the more logical relative adverb after "moment," but here, the writer might be referring to "moment" in a figurative sense, perhaps involving abstractions such as an imaginary point.

I recommend using "when" though.

我是國教院的中英雙語詞彙審譯委員,審譯會有8位委員,其中3至4位台灣學者,大多是英文或翻譯領域的專家。4至5位英、美、加拿大專家,居住台灣都超過10年,有律師、商管、及教翻譯的老師。針對以下問題,我請審譯會委員表示意見。
15. I’ve wanted to read The Diary of a Young Girl for months, ___ today I finally borrowed the book from the library.
(A) and (B) since (C) so (D) until
The testing authorities insisted that “(A) and” is the only “correct answer” in their official reply. What’s your comment?
其中一位答覆如下:
(c) is ok, in my view...
Here are some examples from Merriam-Webster (https://www.merriam-webster.com/dictionary/so)
1. We were bored with the movie, so we left.
2. I don't want to go, so I won't.
3. There are no more chairs available, so you'll have to stand.
In the examples above, the link between the first and second half of the sentence is perfectly clear.
In the sentence from the joint high school entrance exam, the link is not so clear. But that doesn't mean the sentence is wrong...
Interestingly, Merriam-Webster also say that although the use of "so as a conjunction" is "occasionally condemned" (!!) (by grammarians), in fact such a usage is "standard" (i.e. legitimate).
I wonder if the test makers were working under the assumption that "so" can only be used as an "adverb." (?)
