背景：
政府在《香港2030+》中預留68% 的新增土地作為興建「政府、機構或社區」、「休憩用地」等，當中有27%屬於人口相關設施。尤其，預料香港將進入老齡化社會，現有社區設施未必能應付龐大的院舍、安老及護理服務等需求。根據發展局2012年的資料，全港有4000公頃的閒置政府土地。另外，按審計署提供的2015年資料，全港有多達234間閒置學校，有105間（45%）未有使用。假若這些閒置土地能用來發展，取代盲目搶地，那2030的未來想像會否更美好？

Main theme:
The Government has set 68% of the land supply aside in Hong Kong 2030 PLUS for different zoning such as "government, institution or community" (G/IC) and "open space". Of these, 27% are population-related use. The ageing population will soon reach the the peak. The existing community facilities may not be able to cope with the demand for care services. According to the data provided by Development Bureau in 2012, there are 4,000 hectares of idle land owned by the government. Moreover, according to the information provided by the Audit Commission in 2015, 234 schools are abandoned and 105 (45%) are not used. If the idle resources can be fully maximized, does it make the future town planning perform better and achieve high utility efficiency?
