📰 North Korea: Kim Jong-un asks officials to tackle food shortage
🀄北韓：金正恩要求官員解決糧食短缺問題

North Korea's leader Kim Jong-un called on his officials to deal with(處理) food supply issues and highlighted(強調) the danger of climate change. Typhoons last year badly impacted vital(重要的) crops, while weeks of drought(乾旱) followed by heavy monsoon(雨季) rains have damaged them this year as well.

📌 朝鮮領導人金正恩呼籲他的官員處理糧食供應問題，並強調氣候變化的危險。去年的颱風嚴重影響了重要的農作物，而數週的干旱以及隨後的季風暴雨今年也對農作物造成了破壞。

He said measures to overcome "abnormal(異常的) climate" were needed, and asked also officials to tackle(對付) drought and floods. His comments came in a speech to the ruling party's Politburo(政治局) on Thursday.

📌 他說需要採取措施克服“異常氣候”，並要求官員應對乾旱和洪水。他的評論是在周四向執政黨政治局發表的講話中發表的。

Mr. Kim had said that the "danger" of climate change had become "higher in recent years adding that "urgent action" needed to be taken.

Mr Kim also called for improvements to the country's flood management infrastructure(基礎建設) saying: "River improvement, afforestation(造林) for erosion(侵蝕) control, dyke(堤壩) maintenance and tide embankment(堤防) projects", should be prioritized(優先處理).

📌 金正恩還要求改善北韓的洪水管理基礎設施，他說：“河流改善、植樹造林以控制侵蝕、堤壩維護和潮汐堤防項目”應優先考慮。

Apart from the damage(破壞) caused by natural disasters(災害), North Korea's economy has been hit hard by international sanctions(制裁), as well as border closures and harsh lockdowns to prevent the spread of Covid.

📌 除了自然災害造成的破壞外，朝鮮的經濟還受到國際制裁、邊境關閉和嚴厲封鎖以防止新冠病毒傳播的沉重打擊。

Although North Korea has not reported any Covid cases, it has sealed its borders and imposed lockdowns.
The border closures have affected vital imports from China. "Tightening epidemic(流行病) prevention is the task of paramount(最重要的) importance which must not be loosened even a moment under the present situation," said Mr Kim, according to state media.

📌 儘管朝鮮沒有報告任何新冠肺炎病例，但它已經封鎖了邊界並實施了封鎖。邊境關閉影響了來自中國的重要進口。據官方媒體報導，金正恩說：“加強防疫是頭等大事，在當前形勢下，一刻也不能放鬆。”

Earlier this week, the UN said North Korea had rejected an offer of almost three million Covid-19 jabs(注射). A spokesperson said the country had asked that the shots be relocated(轉移) to harder hit nations in view of global vaccine shortages.

เกาะโลซิน (Losin) กองหินหมื่นล้าน

รู้ไหมครับ มีเกาะเล็กๆแห่งหนึ่งในประเทศไทยที่มีขนาดพื้นที่ไม่ถึง 100 ตารางเมตร

เกาะแห่งนี้ไม่มีคนอาศัยอยู่ ไม่มีสิ่งอำนวยความสะดวกใดๆ เป็นเกาะที่ตั้งโดดๆอยู่กลางทะเล มีแต่สิ่งมีชีวิตใต้ทะเลที่อยู่รอบๆ

แต่เกาะแห่งนี้สร้างมูลค่าทางเศรษฐกิจจำนวนมหาศาลแก่บ้านเรา แน่นอนว่า เกาะแห่งไม่ใช่ เกาะที่พวกเราคุ้นเคยกันอย่าง เกาะภูเก็ต เกาะสมุย หรือ เกาะช้าง แน่ๆครับ

เกาะแห่งนี้อาจจะเป็นที่รู้จักกันในวงการนักดำน้ำมานาน ในเรื่องของแหล่งประการังน้ำลึกที่ยังคงความสวยงามอยู่ แต่คนนอกวงการอาจจะไม่เคยได้ยินชื่อด้วยครับ

เกาะแห่งนี้อยู่ห่างออกจากชายฝั่งจังหวัดนราธิวาสออกไปทางทิศตะวันออกเป็นระยะทางประมาณ 100 กิโลเมตร

เกาะแห่งนี้ มีชื่อเรียกว่า เกาะโลซิน (Losin)

มาทำความรู้จักเกาะแห่งนี้กันครับ

เรื่องราวของเกาะโลซินอยู่ในความเงียบงันมาเป็นเวลานานนับตั้งแต่มีการก่อร่างสร้างตัวของประเทศไทย เนื่องด้วยพื้นที่อาณาเขตทางทะเลที่แต่ละประเทศยังไม่ได้ให้ความสนใจกันมากนัก มีเพียงเส้นสมมติที่ลากกันตามทฤษฎีออกจากชายฝั่ง แต่นั่นก็เป็นเรื่องของแผนที่ เพราะชีวิตจริง เกาะโลซินเล็กเกินกว่าที่จะมีคนให้ความสำคัญไปอ้างสิทธิ์ คนไทยเราไปสร้างประภาคารเหนือกองหินโลซินที่มีขนาดพื้นที่เพียงกว่า 100 ตารางเมตรนี้ไว้ เพื่อใช้ไว้ส่องไฟนำทางให้กับเรือทะเลยามค่ำคืนให้ระมัดระวังหรือเป็นป้ายบอกทางให้แก่ชาวประมงท้องถิ่น

แต่หลังจาก พ.ศ. 2515 เป็นต้นมา เรื่องราวของเกาะโลซิน ก็ไม่เหมือนเดิมอีกต่อไป

เนื่องจากความต้องการใช้พลังงานของประเทศไทยสูงขึ้นอย่างรวดเร็ว การมองหาแหล่งพลังงานใหม่ๆ เป็นเรื่องสำคัญในช่วงนั้น ซึ่งช่วงก่อนหน้านี้มนุษย์เรายังสนใจเรื่องราวการใช้พลังงานจากน้ำมันดิบกันเป็นส่วนใหญ่ จนกระทั่งเราเริ่มรู้จักสิ่งที่อยู่ใต้ทะเลที่กำลังจะกลายมาเป็นอีกหนึ่งแหล่งพลังงานสำคัญ นั่นคือ ก๊าซธรรมชาติ นั่นเองครับ

แต่เนื่องจากอ่าวไทยนั้นเป็นทะเลเปิดที่มีพื้นที่ติดต่อกับอาณาเขตทางทะเลของประเทศมาเลเซีย และเราพบว่ามีแหล่งก๊าซธรรมชาติจำนวนมหาศาลแห่งหนึ่งนั้นตั้งอยู่บนพื้นที่รอยต่อของ 2 ประเทศพอดี ในช่วงปี พ.ศ. 2515 จึงได้เริ่มมีการเจรจาระหว่างรัฐบาลไทยและมาเลเซียในเรื่องของการปักปันแนวอาณาเขตโดยใช้แนวเขตไหล่ทวีป คือ การลากเส้นตั้งฉากจากปากแม่น้ำโกลก ที่จังหวัดนราธิวาสแล้วไล่ไปตามแนวโค้งของแผ่นดิน ผลการของใช้วิธีการแนวเขตไหล่ทวีป จะทำให้พื้นที่แหล่งก๊าซดังกล่าวกลายเป็นอยู่ในอาณาเขตของประเทศมาเลเซียทั้งหมดเนื่องด้วยความได้เปรียบทางภูมิศาสตร์ของพื้นที่ทะเล

เกาะโลซิน ทำให้บทสรุปของเรื่องนี้เปลี่ยนไป

ตาม “อนุสัญญากรุงเจนีวา ว่าด้วยกฎหมายทะเล ค.ศ.1958” (1958 Geneva Conventions on the Law of the Sea) ได้มีคำจำกัดความของคำว่า เกาะ ว่า เกาะหมายถึง แผ่นดินที่เกิดขึ้นโดยธรรมชาติและมีน้ำล้อมรอบและแผ่นดินยังคงอยู่เหนือน้ำในขณะที่น้ำขึ้นสูง (A naturally-formed area of land, surrounded by waters, which is above water at high tide)

ซึ่งนั่นหมายความว่า โลซิน ไม่ใช่เป็นเพียงกองหินธรรมดา แต่ โลซิน ได้รับการยกฐานะเป็นดินแดนอาณาเขตของประเทศไทยไป และผลต่อเนื่องก็คือการประกาศเขตเศรษฐกิจจำเพาะ ประเทศไทยจะได้เพิ่มพื้นที่ชายฝั่งออกไปได้อีก 200 ไมล์ทะเล เกาะโลซินที่ตั้งอยู่นอนชายฝั่งจังหวัดนราธิวาสจึงทำหน้าที่เป็นตัวขยายเขตแดนทางทะเลของเราออกมาโดยปริยาย
แหล่งก๊าซธรรมชาติขนาดใหญ่ ที่เราพูดถึงในตอนต้น ก็อยู่ในพื้นที่ 200 ไมล์ทะเลที่ว่าไว้นั่นเองครับ

ผลของการใช้เกาะโลซินเป็นอาณาเขต ทำให้ทั้งไทยและมาเลเซียหันหน้าเข้าโต๊ะเจรจา มาตกลงตัดสินใจนำพื้นที่ทับซ้อนแห่งนี้มาพัฒนาร่วมกันภายในพื้นที่ขนาด 7,250 ตารางกิโลเมตรแห่งนี้นั่นเอง

และนี่ก็คือเรื่องราวของ กองหินโลซิน โลกใต้ทะเลของนักดำน้ำ หรือ เกาะโลซิน จุดขยายอาณาเขตเส้นเขตแดนทางทะเลของประเทศไทย
