「法律，應該是護善的盾，好人在盾後面，絕對安全，一點也不必憂慮。」
The law shall be a shield for the good, who have nothing to fear behind its protection.
「法律，應該是去惡之刀，惡人在刀下，得到懲罰。所以一聽見法律制裁，就不寒而慄。」
The law, at the same time, shall be a sword that strikes the wicked, who shudder at the sight of its blade.
「法律，不應該是政府的劍。反之，政府對法律的尊重，完全和任何人一樣。」
This sword does not only belong to the government, who should have the same respect for it as everybody else.
「政府可以用法律檢控人民越軌，人民也可以用法律控告政府不當。」
The government can use it to prosecute lawbreakers; the people, likewise, can use it to keep the government in check.
