Two major things happened this week: 1/ COP (Conference of the Parties - ie the only time countries meet to negotiate climate agreements) just wrapped up in Spain. 2/ Youth climate activist Greta Thunberg was named TIME Person of the Year. Today, we discuss something in between.
Every year at COP, young activists continue to be at the front of the conversation. This episode, we meet a climate activist from Taiwan who’s attendance at a previous COP as a 21-year-old created a diplomatic stir. He also found a very unlikely ally, who also took him to Antarctica.
Our youth activist is Liang-Yi Chang (張良伊). He co-founded the Taiwan Youth Climate Coalition in 2008/9. Today, he’s Asian Managing Director for the international environmental organization, 350.org. And this is his story.

今年是在中歐國家，斯洛維尼亞舉行。
世界童軍領袖會議與世界童軍青年論壇，有別於一般世界大露營或世界羅浮大會，是一個正式的會議，三位優秀的羅浮夥伴，自費參加此次會議，花了近9萬元，就是為了去和各國優秀領袖、優秀領袖學習，其中方瑄夥伴，勇敢接受挑戰於青年論壇上代表中華民國競選青年顧問，即使知道機會不大，她仍然努力準備，在會議上發表政見。贏得許多國家的童軍尊重與喝采。
此次訪問中，她們提到了為什麼想參加這次的會議，還有正式代表和觀察員的差別，另外她們會議上和其他國家童軍互動的趣事。還有斯洛維尼亞這個特別國家的介紹。以下為童軍總會的官方資料。
童軍運動介紹：
一、 童軍活動的影響力
童軍運動源自 1907 年，其創始人貝登堡爵士在英國白浪島展開的首次露營活動，是此運動之濫觴。百年來，世界童軍組織與各會員國不遺餘力地努力下，今日的童軍組織已成為世界規模前二大之國際非政府組織(INGO, International Non-Governmental Organization)。其共同使命為培養健全公民，創造更美好的社會。而童軍運動的確達到了此一目的，世界各地，各國家的童軍們都對人權、環保、教育、降低貧富差距、援助窮困地區、減少文化衝突等議題皆全力參與，並以此達成參與全球治理的重大願景。
二、 童軍運動組織的定位及影響力
自聯合國成立之後，世界童軍運動組織一直配合聯合國推動許多有助於青少年福祉與世界和平的工作。1981 年聯合國教育科學文化組織（UNESCO）就頒給世界童軍組織一個和平教育獎（Prize for Peace Education），肯定世界童軍運動組織對世界和平的貢獻。世界童軍運動組織自 1947 年起也是聯合國經濟社會理事會（UN Economic and Social Council, UNESC）依聯合國憲章之規定授與諮詢地位（Consultative Status）的國際非政府組織（International Non-Governmental Organizations, INGO’s）之一。足見童軍運動在國際社會之影響力及其在聯合國的受重視程度。
三、 世界童軍領袖會議的角色
世界童軍領袖會議每三年舉辦一次，旨在檢視前次會議決議事項並由各國代表在地球村之架構下共同討論童軍運動未來走向及策略，也透過此機會選舉未來世界童軍會議暨青年論壇、世界童軍大露營、世界羅浮大會之主辦國家，以及世界委員會選舉。世界童軍青年論壇始於 1971 年，目的在透過青少年之研討、互動及決策參與等，分享經驗及想法，彼此影響世界各地之青少年，另也透過會議集思廣益，將其傳遞於世界會議，使成年領袖能瞭解其需求及想法，並將其發展符合時下潮流之政策及走向；青年顧問（Youth Adviser）由各國總會推薦，並在會議進行選舉，除籌備青年會議外，另有許多決策及政策參與。會議當中，除有世界總部成員協助，其餘均由 18~26 青年領袖共同進行，包括青年顧問籌備及各國青年代表觀察員，顯示童軍運動在青少年之參與相當重視並給予許多發展空間。
四、 我國童軍組織的現況
中華民國童軍總會一直以來對青少年參與都相當重視，每年定期舉辦羅浮群長年會、羅浮國際人才培訓、羅浮考驗營、羅浮志工活動等相關計畫，透過青少年決策參與、公共事務參與、體驗教育、團體活動，幫助青年成長。也配合我國政府政策，推展青年國際活動參與及國際志工服務，積極發展青年國際交流，例如：世界童軍青年論壇、亞太區童軍青年論壇、中日韓羅浮國際合作計畫、美國及歐洲國際輔導員、世界服務獎章等計畫。
世界童軍領袖會議與世界童軍青年論壇的活動目標：
一、 培養青年決策參與及拓展世界觀
(一) 藉由參與國際性的青年事務會議去瞭解、學習及參與青年決策。
(二) 與世界各國代表進行交流，以增進彼此之間對國際事務的瞭解， 開拓青年的國際觀，並於回國後將經驗分享給本國其他夥伴。
二、 各國文化及經驗交流 藉由國際之夜以及會議期間的國際交流可以宣傳中華文化並讓其他國家了解台灣的文化傳統。
三、 擬定及執行童軍運動發展方向 於論壇及會議期間觀察國際間童軍運動發展方向，進而討論並擬定出往後的發展方向並將會議上的決策帶回我國落實執行。
四、 增加各國童軍組織之連結 藉由派出我國代表，向其他國家青年代表進行交流以增進各國之間情誼。加強我國與國際童軍組織之間的連結，讓我國童軍在將來的發展中更具國際競爭力。
五、 國際非政府組織之跨國資訊及人力等整合 童軍運動是非政府組織之中一股不容小覷的力量，其資訊、人力及物力等資源可支援各國相關國際活動。藉由建構非政府組織人力資源資料庫，於各國際活動間互相支援有利於國際活動之發展。
CISV Step-up in Holland 2017: This is my VLOG of the CISV Step-up camp, as a member of the Hong Kong CISV delegation.
Founded in 1950 by children's psychologist Dorris Allen, CISV began as a summer camp for 11 year old children to gather and learn about peace and understanding, build inter-cultural friendships, and "learn through doing". Since then, the organization has grown to over 200 chapters in 70 different countries. CISV works towards creating a world of peace. The organization believes that by taking this responsibility to teach peace and understanding starting at such a young age and providing programs for all ages after that, they too can make a difference.
CISV Step-up camps are for 14-15-year-olds, whereas CISV village is for 11 year old. Also, CISV has Youth Meetings camps, Interchange camps, and Seminar camps for children of difference ages.
