讓我看到台灣對於各語言尊重仍有一大距離。

我在蘋果日報駐美記者期間,採訪過紐約諸多司法新聞。紐約市裡頭超過50個國家的人口,其中不乏 #中國人犯罪需要跑法庭,這些人來自中國各省,他們可能不諳英語,只會講 #福州話、#廣東話 等。這時口譯人員就相當重要。不見得能夠讓嫌犯自由表意或陳述,但至少聽得懂法官在講什麼,並做回應。
再來看到 #瑞士 這個多語並存的國家,國會如何多語交雜?
要使 瑞士 #德 #法 #義 語區的聯邦議院 #國民院 議員,能夠溝通無礙,國會下設三種語言的口譯室,每個口譯室配備3名口譯員。
使用德語佔最多數63.5%、法語22.5%,義語為母語者8.1%,而第四官方語言 #羅曼什語 僅佔0.5%。因為使用者最少數,但透過事先申請,就會提供口譯員。
瑞士議會更將9/26訂為多語日。(Multilingual Day)
雖然瑞士不同語言使用者,可能還因歷史因素、語言使用,仍有互不對盤的現象,但至少在聯邦議會的國民院,他就是個最基本的語言政策。
台灣通過 #國家語言發展法 ,有人笑說:象徵意義大過實質意義,的確。但至少他在要求 #國會殿堂 下設通譯、口譯、傳譯人員,踏出重要的實踐腳步。
台灣自詡尊重的國家,什麼是共通的工具,我想在這個語言平權的時代,#絕對不是華語,#我講臺語客語攏會通。

To Freedom / You and your mother tongue
.
#Taiwan is something of a melting pot in terms of language. We’ve been working hard to reduce the historical stigma attached to some of these languages and to ensure that they are not lost to future generations. New languages are also being carried to our shores by new arrivals, creating a linguistically dynamic young generation of bilingual or multilingual children and young adults. These young people benefit from the ability to engage in intergenerational communication, important in the preservation of cultural identity and for a more cohesive society.
We recently featured an Indonesian teacher in Taiwan--a new arrival--and one of her students--part of this multilingual younger generation--in “To Freedom,” our promotional short to mark the #UNGA76. They tell the story of Taiwan’s respect for all its languages when they say:
“Here, the natural languages of Taiwan’s inherent ethnic groups are official languages. Regardless of what language you speak at home, you’ll continue to be taught it at school. I don’t need a translator to talk with my grandparents.”
If the UN states part of its mission as encouraging countries around the world to respect the rights of their people, Taiwan's vision of global partnership can serve as a valuable reference.

Daily advice for HK immigrants to the West:
At work or at play, you may be called on to speak. Don’t apologize and say, “English is not my first language”. With Asians, a lot of time, people just assume that you don’t speak great English. There’s no need to reinforce the prejudice. You can live in humility without the added humiliation. If someone remarks, “You speak good English,” you don’t need to push back too hard either. You can simply thank them. If you want to be funny, you can say, “Thanks. You should hear my Cantonese”. Never apologize for something that can’t be helped or who you are. Be proud of the fact that you’re bilingual or multilingual. Instead of playing along with their prejudicial narrative, you can change their minds by speaking slowly and clearly. When you slow down your speech, you have more time to think and you sound more thoughtful. If you just give off the cuff answers like you’re racing for the F-1 finish line, you’re bound to have to apologize later for your faux pas.
